When I have an entry in English, I would like to see only the comments that where given on the English page. Now when there are two translations for one entry I will get the English and the Dutch comments. Vice versa for the Dutch page.

I’ll be honest and say this probably won’t be a thing until the EE3 version is released. I’ve kind of put Publisher in a maintenance only while I focus on porting it to EE3.
You may be able to get it to work if there is an extension that lets you add custom fields to comments. Then you can make it a hidden field and add the current language id and have it submitted with the comment. Then when listing comments just use a conditional to show only comments in a specific language. This won’t give you accurate comment counts though as they’ll all be counted together, but at least it’ll show only the comments you want.
