Docs say this is the right tag:
{exp:publisher:toolbar status="published"}
but actually, this is the right tag:
{exp:publisher:toolbar status="open"}
Why?
Because it’s looking for the value of this: PUBLISHER_STATUS_OPEN, which is “open” not “published”
