Are you using the native File Manager? If so, it only allows 1 or all. It doesn’t let you pick and choose which ones. Assets on the other hand does.

I am using native file manager. Assets meaning the Pixel & Tonic assets?

Yep, P&T Assets. What you are seeing is the default behavior of the native FM.
