Detailed steps to reproduce the issue:
1. Upgraded EE from 2.10.1 to 2.11.9
2. Went to my local and the white screen of death.
3. Turned on the debug mode and seeing the error.
3. Tried to run the site on both PHP 5.6 and 7.0 but no luck.
Is there a specific Publisher 1 Lite version require for EE 2.11.9? Also, where can I update the Publisher to the latest 1.7.5?

If its unable to load ext.publisher.php that probably means the file isn’t there or something else, not add-on related, is amiss.
The only way to get the latest version of Publisher 1, if its an expired license, is to renew, or purchase Publisher 2, which gives you the EE3 version, and the latest EE2 version. The EE2 version, e.g. Publisher 1, is no longer supported though. Its only packaged with the EE3 version to assist in upgrading from EE2 to EE3.

If you need version 1.7.5 you’ll need to purchase a renewal, though I suggest upgrading to EE3 instead.
I’m going to close this ticket b/c there is no further action I can take, and I have not heard back for nearly 3 weeks now. If you upgrade to the latest version, and still get a white screen, please follow the debug instructions to reveal an error message I can work from, then you an re-open the ticket and I’d be happy to take a look at it, but for now I can’t debug white screen issues b/c I have no error message to start working from.
